Foreign Terrorist Fighters (FTFs) pose today one of the biggest terror threats to the international community, and we have yet to find an effective way counter that threat. Estimates find that there are 25,000 FTFs from more than 100 states worldwide, posing one of the greatest challenges we face as an international community. Despite best efforts, the trend of increasing numbers of FTFs continues.
Ensuring accountability for those who commit terrorist acts is an essential factor to stem the flow of FTFs. One of the key areas for improvement is determining how to best prosecute these individuals. Due to the range of challenges related to prosecuting FTFs –collecting evidence and ensuring that it is deemed admissible in court or demonstrating that individuals intended to commit terrorist acts abroad – there have been very few successful prosecutions.
