At this side-event, an expert panel will address the reasons why women are imprisoned and how discrimination and gender inequality contributes to their pathway to offending/prison. Discussions will also focus on the strategies and measures that can be employed to ensure a more proportionate and sensitive response to women’s offending – through non-custodial measures and sanctions, drawing on the 2010 UN Bangkok Rules on the treatment of women offenders and prisoners.
